Laying flooring over old tiles – what is permitted?

Many homeowners and renovators are faced with the question: Can I lay new flooring directly over existing tiles? The answer is yes – under certain conditions. This method not only saves time and money, but also a lot of mess. However, there are some technical and legal aspects to consider in order to achieve a durable and safe result.

Requirements for laying over tiles

Before laying new flooring on top of old tiles, the substrate must be carefully checked. The following points are crucial:

  • flatness: Tile joints and differences in height must be levelled out. This can be achieved using filler or levelling compound, for example.
  • cleanlinessThe surface must be free of dust, dry and free of grease. Only then will the new covering adhere reliably.
  • height structureThe new floor structure must not obstruct door thresholds or furniture. The additional installation height for underfloor heating, for example, must also be taken into account.

Which floor coverings are suitable?

Not every covering is equally suitable for laying on tiles. The following options are generally available:

  • Design and vinyl flooringLow installation height, ideal for renovations.
  • LaminateAlso possible if the substrate is adequately prepared.
  • Textile coverings and carpetsOnly recommended for low humidity and hygiene requirements.
  • ParquetPossible, but technically more complex and costly.

What do standards and regulations say?

According to DIN 18365 (flooring work) and DIN 18356 (parquet work), new floor coverings may be laid over old existing floors if the subfloor meets the technical requirements. In many cases, professional preparation and, if necessary, the use of an adhesive primer or a decoupling mat are necessary.

In addition, the following applies: For rented flats, the landlord's consent is generally required, especially if the change is permanent. Owners in flat owners' associations should also check whether any resolutions or declarations of division conflict with the project.
